In the past you could get a "stringer" job at a newspaper where they’d assign you stories to write.
In today’s economy where all the major news outlets are forcing their staff to take pay cuts, forcing mandatory vacations without pay, and/or laying off hundreds of employees, those stringer positions would probably be filled by seasoned professionals or cut all together.
Talk to your local editor to find out if they’re still hiring stringers, and base your decision from there.
